You should spend about 40 minutes on this task. Some people claim that not enough of the waste from homes is recycled. They say that the only way to increase recycling is for governments to make it a legal requirement. To what extent do you think laws are needed to make people recycle more of their waste? Write at least 250 words.

To what extent do you think

It is often argued that households recycle too little of their rubbish and that legislation is the only means of changing this. I agree that laws have an important role to play, but I do not believe they are the only solution, or even an effective one when used on their own.
There are clear reasons why legal requirements can help. Voluntary schemes rely on goodwill, and many people simply do not bother to separate their waste when it is inconvenient. When sorting rubbish becomes compulsory and is backed by fines, behaviour can change quickly, as countries such as South Korea and Germany have shown with strict rules that have contributed to some of the highest recycling rates in the world. Laws can also target producers rather than households, for example by obliging manufacturers to use less packaging, which reduces waste before it even reaches the home.
However, legislation alone is unlikely to succeed. A law is only as good as the system that supports it: if local councils fail to provide separate bins, regular collections and accessible recycling centres, residents cannot comply however heavily they are fined. Financial incentives often work as well as punishment, and deposit return schemes, in which customers receive a small refund for each bottle or can they bring back, have achieved remarkably high return rates in several European countries. Education is equally vital, since many people are unsure which materials can be recycled, and contaminated waste can ruin an entire collection.
In conclusion, I believe that laws are needed to push household recycling rates higher, but they should form part of a wider strategy that includes convenient facilities, incentives and public education. Relying on compulsion alone would be both less effective and far less popular with the public.
(Task Response)
