Do you agree or disagree
- Free of charge
- Every home

It is sometimes argued that, because clean water is a basic human right, every household should receive it without paying anything. Although I fully accept the premise, I disagree with the conclusion: guaranteeing access does not require making water entirely free.
There are admittedly strong reasons for treating water differently from ordinary goods. Nobody can survive, cook or maintain basic hygiene without it, and when poorer families are forced to ration water because of high bills, the consequences for health can be serious, particularly for young children. Supplying it at no cost would remove this risk at a stroke and reinforce the principle that survival should never depend on income.
However, providing a clean and reliable supply is extremely expensive. Reservoirs must be built, water must be treated and thousands of kilometres of pipes require constant maintenance. If households paid nothing, these costs would fall entirely on general taxation, and underfunded networks tend to leak and deteriorate, which ultimately harms the very people the policy was meant to protect. Moreover, a resource that is free is easily wasted. In drought-prone regions, charging for water is one of the most effective ways of discouraging people from filling swimming pools or watering lawns every day.
A fairer approach is the one adopted in South Africa, where each household is entitled to a fixed monthly allowance of water free of charge, while consumption above that level is billed at rising rates. This ensures that everyone can meet their essential needs, yet those who use more pay more.
In conclusion, while access to clean water is indeed a fundamental right, it does not follow that all water should be free. A free basic allowance combined with charges for additional use is the most effective way to honour that right.
(Task Response)
(Coherence and Cohesion)
(Lexical Resource)
(Grammatical Range and Accuracy)

- 全文反复使用 water 和 free,而不用 supply、charges、at no cost 和 consumption 等词进行同义替换。
